「日本美しの森 お薦め国有林」

「日本美しの森 お薦め国有林」其の四 林野庁では、今般、「日本美しの森（にっぽんうつくしのもり） お薦め国有林」を全国で93箇所選定しましたので、お知らせします。

1.概要 林野庁では、平成28年3月30日に「明日の日本を支える観光ビジョン構想会議」（議長：内閣総理大臣）により策定された同ビジョンを踏まえ、平成29年度より国有林の「レクリエーションの森」※を核とした山村地域における観光地域づくりの取組を推進することとしています。 今般、優れた自然景観を有するなど、観光資源としての潜在的魅力が認識されるレクリエーションの森を「日本美しの森 お薦め国有林」とし、有識者の意見を踏まえ、全国で93箇所選定いたしましたので、お知らせします。これらのレクリエーションの森においては、重点的な情報発信、環境整備などを通じその魅力をさらに磨き上げていく方針であり、地域振興のために一層活用されることが期待されます。 ※国有林の中でも、特に優れた自然景観を有し、森林浴や自然観察、野外スポーツ等に適した森林を「レクリエーションの森」に設定し、広く国民に提供しています。平成28年4月現在、全国に1,055箇所あります。

2.今後について この「日本美しの森 お薦め国有林」については、今後3年かけて多言語による標識類の設置やホームページの整備等の情報発信や、修景伐採、施設整備等の環境整備を行い、多くの方に日本の美しい森林景観を味わっていただけるよう、地域の方々の協力のもと、取り組んでいくこととしています。 初年度の29年度は、「代表例」の箇所から情報発信、環境整備を行います。 また、今年度、「『日本美しの森 お薦め国有林』フォトコンテスト」を開催することなども検討しています。

レクリエーションの森

林野庁では、全国の国有林内に、美しい森林景観や豊かな自然に親しんでいただけるよう「レクリエーションの森」を整備しています。 平成28年４月現在、全国に1,055箇所のレクリエーションの森があります。 「レクリエーションの森」のうち、国内外の旅行者の方々に訪れて欲しいレクリエーションの森を、少しずつご紹介していくこととしています。 
第一弾は５箇所の紹介です。（今回の嵐山風景林は、4箇所目となります）

Recreation Forests
The Forestry Agency has established ‘Recreation Forests’ within national forests across Japan to provide the people with the opportunity to enjoy beautiful scenery and rich wilderness in the forest. As of April 2016, there are 1,055 Recreation Forests designated all over the country. This website aims to provide you with a series of information on ‘Recreation Forests’ that we strongly (or proudly) recommend to both domestic and foreign tourists. As our first selection, we would like to introduce to you the following five Recreation Forests.

嵐山風景林

京都市の西部を流れる大堰川右岸に位置しており、渡月橋から上流側左手に見える森林のほぼ全域が嵐山風景林です。一部にスギ、ヒノキが植栽されていますが、大部分が高齢級の天然林でカエデ、ケヤキ、サクラ、アラカシのほか、尾根筋にはアカマツが生育しています。

景勝地としての「嵐山」は、今から約 1,200年前の桓武天皇の御行幸の頃から当時都人の遊興の地として始まり、洛西の大堰川両岸一帯をさし、その美しさは、四季折々の変化に富む「嵐山の森林」、清流をたたえる「大堰川」、優雅な姿をとどめる「渡月橋」の調和美であるといわれています。

付近には、古歌に詠まれた小倉山をはじめ、天龍寺、法輪寺、亀山公園、嵐山モンキーパークいわたやま等数多くの名所があり、洛西の一大観光地として年間1,000万人以上の観光客が訪れ、この風景に魅了されています。 また、嵐山・嵯峨野は、歴史を秘めた古刹、鵜飼やトロッコ列車、伝統行事など四季を通じて楽しむことができます。

 なお、嵐山風景林の内部には、急傾斜で落石等の危険があるため、一般の方の立入はできません。 このレクリエーションの森については、渡月橋や周囲の天龍寺等の寺院の背景林として外からの眺めを堪能するのが最適な楽しみ方になります。 なお、本区域は、「世界文化遺産貢献の森林」に設定されています。

 Arashiyama Scenic Forest locates on the right bank of Oi River, which traverses the western part of Kyoto city, including most of the forest area on the left bank of the upper stream, as you can see when standing on Togetsu-kyo Bridge. Japanese cedar (Cryptomeria japonica) and cypress (Chamaecyparis obtusa) trees are being planted in some part of the forest, but the most of the area is covered with aged natural forests, such as maple (Acer), zelkova (Zelkova serrata), cherry (Prunus) and Japanese blue oak (Quercus acuta) trees with Japanese red pine (Pinus densiflora) trees growing along the mountain ridge. The Arashiyama, as a scenic spot, referring to the whole area on both banks of the Oi River, has been a leisure spot for Kyoto residents since the Emperor of Kanmu visited there around 1,200 years ago. The beauty of the entire Arashiyama area comes from the harmony among “Arashiyama forest” with seasonal changes of scenery, “Oi River” with clear streams, and “Togetsu-kyo Bridge” with its elegant and authentic shape. A number of famous places are located nearby, including Ogurayama, featured in a number of old Japanese poems, Tenryu-ji Temple, Horin-ji Temple, Kameyama Park, and Arashiyama Monkey Park Iwatayama. Over 10 million tourists visit this area every year as one of the most popular destinations in Rakusei (western part of Kyoto) and are fascinated by its scenic beauty. In the Arashiyama and Sagano areas, you can enjoy visiting historic ancient temples, watching cormorant fishing (a traditional fishing way to catch sweet fish using trained birds called cormorant), taking trolley trains and experiencing a range of traditional events throughout the four seasons. It should be noted, however, that Arashiyama Scenic Forest is not open to the public as the terrain includes steep slopes and rock falls may occur. The best way to enjoy this forest is to appreciate the forest view against the backdrop of Togetsu-kyo Bridge, Tenryu-ji Temple and other surrounding temples. This district has been designated as a “World Cultural Heritage Contribution Forest.”
